Jul 1887; later Ward (Glimpses in Cosmos 4: 77. 1915) remembered that the "the plates were printed in advance of the text, namely in September, 1886, while proof of the letter press did not begin to come till Feb. 26, 1887". Since the plates were not freely distributed separately, since the Bulletins and Monographs of the USGS were not easily distributed ("The law relating to Bulletins forbade their free distribution. The recipient must either pay for them (cost plus 10 per cent) or send in exchange an equivalent in value. Such a law is prohibitory, since scientific men do not want the works of others, but want others to receive their works. They will not correspond with libraries or bureaus, but only with other authors direct, and that method is not recognized by the law . In consequence of this “iron-clad” law the Monographs and Bulletins of the Survey molded in the base ment of the building", Ward l.c. 79-80. 1915), the separate appearance of the plates are not considered as effective publication ahead the complete Bulletin volume.
